To a colleague, dated August 1, 1893, in Paris, written in black ink on a double sheet of watermarked paper, with the heading "Cabinet of the Under-Secretary of State for the Colonies." My dear colleague, I have exhausted all expressions of gratitude with you. I will limit myself to shaking your hand and telling you that it would be a favor to me if you could provide me the opportunity to be of service to you.
