Théodore Vernier was born on July 28, 1731, in Lons-le-Saunier. He died on February 3, 1818, in Paris. He held the title of Count of Montorient.

Vernier was a French politician active during the French Revolution. He also pursued his political career under the First Empire. He began his career as a lawyer.

Rare archival document from the Finance Committee, dated January 1791, bearing witness to the urgency of tax reforms and the administrative organization of France during the Revolution.

I have the honor to ask you to have the following two decrees placed on the agenda for tomorrow, Saturday, or for Sunday, as you shall find most appropriate:

- Draft decree to determine the rate according to which the taxes of secular ecclesiastics are to be assessed and reduced for 1790.

Draft decree:
1° To set the salary of the clerks employed in the dispatch and sending office for decrees.
2° To authorize the Keeper of the Seals to increase by 7 the number of clerks in his offices and to set their salary.
3° To order the printing and sending to the courts of justice, the King’s commissioners, districts, and departments, Conciliation Office.
